<p><strong><span style="color: black;">PURPOSE:&nbsp;</span></strong><span style="color: black;">To enhance Drug Court capacity, allowing applicants to compete for access to both criminal justice and substance abuse treatment funds with one application. In order to fulfill all of the requirements for this grant program, applicants must comply with the requirements outlined in the grant announcement as well as those, incorporated by reference, in the&nbsp;</span>Requirements Resource Guide<span style="color: black;">.</span></p>
<p>For the purposes of this solicitation,&nbsp;<strong>the definition of "Adult Drug Court" shall include Driving While Intoxicated (DWI)/Driving Under the Influence (DUI) Courts, Co-Occurring Drug and Mental Health Courts, Veterans' Treatment Courts, and Community Courts that serve substance-abusing adults in the respective problem-solving court, as long as the court meets all the elements required for Drug Courts.</strong></p>
<p><span style="color: black;">Under this program, grantees will receive two separate awards; BJA will fund the Drug Court component and the Center for Substance Abuse Treatment (CSAT) will fund the substance abuse treatment component. <p>The Substance Abuse and Mental Health Services Administration (SAMHSA) is accepting applications for up to $26 million in grants to expand Substance Abuse Treatment Capacity in Juvenile Treatment Drug Courts.</p>
<p>The purpose of this program is to expand and enhance substance abuse treatment services in &ldquo;problem solving&rdquo; courts which use the juvenile drug court model in order to provide alcohol and drug treatment, recovery support services and program coordination to juvenile defendants/defenders. Problem-solving courts are used as an alternative to incarceration; they quickly identify substance-abusing offenders and place them under strict court monitoring and community supervision as well as provide the participant with effective treatment services.</p>
<p>It is expected that up to 27 grants will be awarded for up to three years. The average annual award amount for each grantee is expected to be up to $325,000. The actual award amounts may vary, depending on the availability of funds and the progress made by the grantees. This grant will be awarded by SAMHSA&rsquo;s Center for Substance Abuse Treatment.</p>
<p><strong>WHO CAN APPLY&nbsp;</strong>: Eligibility is restricted to existing individual juvenile drug courts that have demonstrated relationships and agreements with existing domestic public and private nonprofit entities and community-based treatment providers and units of tribal, state and local governments that submit applications on behalf of an individual juvenile treatment drug court. .</p>

<p>This year&rsquo;s theme,&nbsp;<strong><em>&ldquo;Join the Voices for Recovery: Together We Learn, Together We Heal,&rdquo;</em></strong>&nbsp;emphasizes the need to use all available resources, in our communities and on the Internet, to educate people about the disease and to help those with substance use disorders, and those close to them, get support. By opening a dialogue about the harmful effects of alcohol and drug addiction on families, friends, and communities, we can provide hope, healing, and better support those struggling with substance use disorders as they embark on a successful journey of sustained recovery.</p>

<p style="margin-bottom: 13.0pt; line-height: 14.0pt; mso-pagination: none; mso-layout-grid-align: none; text-autospace: none;"><span style="font-size: 110%;">Bob McDonnell has been a long time supporter of drug treatment courts. As Governor, McDonnell will support and encourage the use of drug treatment court programs. He will work with the General Assembly to provide some additional funding for these programs.</span></p>
<p style="margin-bottom: 13.0pt; line-height: 14.0pt; mso-pagination: none; mso-layout-grid-align: none; text-autospace: none;"><span style="font-size: 110%;">McDonnell will support increased state funding for these programs because they work and have proven that they save money in the long run by reducing active addiction and recidivism. State funding will be tied to best practices, results, and local commitments.</span></p>
<p style="margin-bottom: 13.0pt; line-height: 14.0pt; mso-pagination: none; mso-layout-grid-align: none; text-autospace: none;"><span style="font-size: 110%;">As part of his overall effort to review methods to fund these drug treatment courts, Governor McDonnell will propose an increase to the mandatory statutory fee for conviction of crimes. The fee for a misdemeanor will increase from $5 to $15, and the fee for a felony will increase from $15 to $40. The felony fee has stayed at the same level for 10 years, and the misdemeanor fee has not been adjusted in over 40 years. A portion of the state allotment of the increased fee will be allocated in each jurisdiction to the locality that agrees to operate a &ldquo;best practices&rdquo; drug treatment court program and the money will be directed specifically toward that program.</span></p>

<p><span style="font-size: 110%;">FACT: Nationwide, 75% of Drug Court graduates remain arrest-free at least two years after leaving the program.&nbsp;</span></p>
<p><span style="font-size: 110%;">FACT: Rigorous studies examining long-term outcomes of individual Drug Courts have found that reductions in crime last at least 3 years and can endure for over 14 years. &nbsp;</span></p>
<p><span style="font-size: 110%;">FACT: The most rigorous and conservative scientific &ldquo;meta-analyses&rdquo; have all concluded that Drug Courts significantly reduce crime as much as 35% more than other sentencing options.<br /></span></p>
<p><span style="font-size: 110%;">FACT: Nationwide, for every $1.00 invested in Drug Court, taxpayers save as much as $3.36 in avoided criminal justice costs alone.</span></p>
<p><span style="font-size: 110%;">FACT: When considering other cost offsets such as savings from reduced victimization and healthcare service utilization, studies have shown benefits range up to $12 for every $1 invested.</span></p>
<p><span style="font-size: 110%;">FACT: Drug Courts produce cost savings ranging from $4,000 to $12,000 per client. These cost savings reflect reduced prison costs, reduced revolving-door arrests and trials, and reduced victimization.</span></p>
<p><span style="font-size: 110%;">FACT: In 2007, for every Federal dollar invested in Drug Court, $9.00 was leveraged in state funding.</span></p>
<p><strong><span style="font-size: 110%;">Drug Courts Ensure Compliance</span></strong></p>
<p><span style="font-size: 110%;">FACT: Unless substance abusing/addicted offenders are regularly supervised by a judge and held accountable, 70% drop out of treatment prematurely.</span></p>
<p><span style="font-size: 110%;">FACT: Drug Courts provide more comprehensive and closer supervision than other community-based    supervision programs.</span></p>
<p><span style="font-size: 110%;">FACT: Drug Courts are six times more likely to keep offenders in treatment long enough for them to get better.</span></p>
<p><strong><span style="font-size: 110%;">Drug Courts Restore Families</span></strong></p>
<p><span style="font-size: 110%;">FACT: Parents in Family Drug Court are more likely to go to treatment and complete it.</span></p>
<p><span style="font-size: 110%;">FACT: Children of Family Drug Court participants spend significantly less time in out-of-home placements such as foster care.</span></p>
